President Hu Jintao’s visit to Japan this week was the first by a Chinese leader in a decade. It was a lot friendlier than the previous one — when President Jiang Zemin publicly chastised his hosts for not showing sufficient contrition over Japan’s brutal occupation of China in 1930s and 1940s. Unlike some of his recent predecessors, Japan’s prime minister, Yasuo Fukuda, has made an effort not to infuriate the Chinese. Notably, he has refused to pander to Japanese nationalists by visiting Tokyo’s tainted Yasukuni war shrine.
It will be a good thing for everyone, including the United States, if these two powerful countries can finally get along. For that to happen, it will take more than just one harmonious visit.
Both sides worked hard to ensure that all went well this time, touching only cursorily on their bitter history. The two leaders agreed to regular summits and increased civil and military exchanges. Then there were the two pandas that Mr. Hu offered to Japan in lieu of one that recently died — an emotionally seductive touch.
There was more that should have been done. The two sides lamentably failed to resolve a lingering and potentially dangerous dispute over gas resources in the East China Sea. Still, they did claim progress. If that can be translated into a commitment for a joint exploration project, it could significantly ease tensions between them.
On China’s side, Mr. Hu did not significantly address or allay concerns in Japan, and elsewhere, about his country’s military buildup. He could have offered to share information on its military strategy and arsenal. And he could have endorsed Japan for a permanent seat in the United Nations Security Council. Especially after the brutal crackdown in Tibet — and with the Olympics just three months away — Beijing needs all of the goodwill and understanding it can get.
That may explain Mr. Hu’s tolerant response when the Japanese leader laudably urged Mr. Hu to continue talks with the Dalai Lama. It will take a long time and a lot more serious effort for two competitors such as China and Japan to overcome their past. All in all, Mr. Hu’s visit to Tokyo was a start.
本周,胡锦涛主席的对日访问使他成为十年来首位出访日本的中国领导人。这次访问比他前任的那次访问要友好许多——原国家主席江泽民在访问时公开谴责日本没有显示出足够的诚意反思其在二十世纪三、四十年代对中国的野蛮军事占领。日本首相福田康夫也不同于他以往的前任们,他努力不去激怒中国人。特别是他拒绝参拜访问包含日本民族主义色彩的东京靖国神社。

这一次,双方都努力保证全程访问的顺利,对于不愉快的过去只是简单提及。两位领导人约定定期高层互访并加强市民和军队的交流。胡主席还提供了两只大熊猫给日本,以代替最近死去的一只大熊猫——一次动人的感情攻势。
还有更多需要做的事情。双方始终未能解决在东海天然气资源问题上持久而存在潜在危险的争论。当然,他们仍然声明事态有所进步。如果可以达成一项联合开发项目,将明显缓和双方之间的紧张气氛。
中国方面,胡主席没有声明或者减轻对于日本以及其他国家军事建设的关心。他可能提议分享关于军事策略和武器装备的信息。他还有可能同意日本在联合国安理会中成为常任理事国。特别是在中国刚发生完西藏事件,并且距离奥运会开幕只有三个月的特殊时刻——北京需要尽可能多的得到理解和祝福。
这或许可以解释胡主席对于日本领导人公开要求他继续与达赖喇嘛会谈的容忍回应。要让中国和日本这两个竞争伙伴共同克服他们的过去,还需要很长的时间和更多严肃的努力。但无论如何,胡主席的访问是一个开始。
